La CoNAC est un organisme public et indépendant, placé sous l’autorité directe du Chef de l’Etat. Elle remplace l’Observatoire National de lutte contre la corruption, aujourd’hui dissout. Elle a pour mission de suivre et d’évaluer la mise en oeuvre effective du plan gouvernemental de lutte contre la corruption.

Elle est tenue d’ouvrir une information sur tous les cas, faits ou actes de corruption avérés, portés à sa connaissance par quelque moyen que ce soit.

La commission assure aussi le contrôle physique de l’exécution des projets et évalue les conditions de passation des marchés publics.

Le décret du Chef de l’Etat prescrit aux membres de la Commission, la protection de leurs sources d’information. Une source qui peut être dévoilée à la demande du tribunal s’il est avéré qu’il y avait volonté de nuire de la part du dénonciateur.

La Commission Nationale Anti-Corruption repose sur 2 organes: Le Comité de Coordination et le Secrétariat Permanent.

Le Comité de Coordination est piloté par un Président, qu’assiste un Vice-Pésident. Il comprend neuf (9) membres. L’ensemble des personnes constituant le Comité de Coordination est nommé par décret du Président de la épublique. Ces personnalités, qui proviennent aussi bien de l’Administration que de la Société civile, seront choisies pour leur probité et leur bonne moralité établies dans l’exercice de leurs fonctions.

La Commission se réunit une fois par mois au moins, sur convocation de son Président. Elle élabore à la haute attention du Président de la République, un rapport annuel de la lutte contre la corruption. Ce rapport est rendu public.

Le Secrétariat permanent pour sa part est l’organe administratif de la Commission. Il comprend 3 divisions:

- La division des Investigations
- La division des préventions et de la Communication
- La division des Etudes et de la Cooperation

Ces 3 divisions sont appuyées par 3 services.

Les membres de la Commission prêtent serment devant la Cour Suprême et bénéficient d’une immunité qui ne peut être levée que dans les conditions prévues par la loi et les réglements en vigueur au Cameroun.
