Fondamentalement, le niveau d’enracinement de la corruption apparait comme un baromètre d’appréciation de la gouvernance au Cameroun. En dépit des efforts consentis pour son éradication, le niveau endémique de la corruption trahit quelques déficiences politiques, sociales et morales. La corruption devient ici un critère épistémologique d’interprétation et de compréhension de la société Camerounaise : là où il y a corruption, de cette ampleur du moins, on peut conclure qu’il y a un malaise profond.
Cela étant dit, il est évident que la corruption fait des gagnants et des perdants. Que dire des victimes ?
Même s’ils sont pour certains contraints à pratiquer eux aussi la petite corruption grise ou blanche, il y a tout de même lieu de reconnaitre que les populations défavorisées constituent la couche sociale la plus affectée par les effets de la corruption.
La corruption au Cameroun entretient incidemment la problématique de l’égalité entre tous les citoyens. Il y a de bonnes raisons de penser qu’aussi longtemps que la corruption aura une telle prégnance sur la société camerounaise, seuls les plus fortunés et les individus ayant un large réseau de connaissances pourront avoir accès aux services publics, aux fonctions administratives ou aux droits. A ce sujet, Sévérin Cécile ABEGA disait qu’avec la corruption, « on a peur d’affronter un plus riche que soi, ou quelqu’un que l’on considère comme ayant un meilleur capital relationnel ou financier » (8) .
