INTRODUCTION
En 1998 et 1999, l’Organisation Non Gouvernementale berlinoise Transparency International à hisser le cameroun à la premiére des pays ayant le plus grand indice de perception de la corruption dans le monde. Au-delà de sa discutabilité épistémologique, ce classement peu reluisant pour un État a eu le mérite de lever un pan de voile sur un « grave problème de morale publique » pour reprendre l’expression même du président camerounais (1). L’ampleur du phénomène est telle que de nombreux colloques, conférences, séminaires, revues, cellules, etc. lui sont consacrés. Dénoncée en choeur par l’ensemble de la société, elle demeure pourtant lancinante, prégnante et prenante. Tant ses manifestations, ses mutations, ses enjeux sont multiples, multiformes et non sans conséquences pour un pays relativement sous-développée. Remarquons cependant qu’aucun pays au monde ne peut prétendre être entièrement exempt de corruption. « Mais lorsque la corruption prend des proportions telles qu’elle risque de freiner la croissance économique et de contrarier les efforts accomplis en vue d’instaurer une bonne gouvernance, elle entraîne une dégradation générale du tissu social. Obstacle au développement durable, la corruption peut éventuellement aggraver les disparités économiques et favoriser la criminalité organisée. En fait, si la corruption se développe sans entrave, la démocratie peut difficilement s’épanouir, la liberté se répandre, la justice prévaloir » .
C’est fort de ce constat de fait que nous nous proposons d’analyser à nouveau frais l’épiphanie de la corruption au Cameroun.
A ce titre, la mise en relief des causes, manifestations,consequences et solutions au Cameroun, constitue l’essentiel de notre réflexion.
